You cannot submit your own photo for a green card. Since 12 December 2025 USCIS accepts only photographs it captures itself, or that another authorized entity captures, at a biometrics appointment.

Editing and retouching

Photos submitted to USCIS must be unmounted and unretouched. Unretouched means the photos must not be edited or digitally enhanced.

What the official source does not say

This is a 2025 policy change and most competing pages still describe the old self-submission process. Two precisions matter. (1) Applicants filing I-485 do still send two photos with that form, the distinction is between the I-485 filing photos and the photo printed on the card. (2) The "no self-submitted photos" line is a Policy Highlights bullet from PA-2025-29 and is not quite absolute in the codified guidance: 1 USCIS-PM C.2 footnote 31 allows that "in limited and rare circumstances, non-BSA photos may be collected and used as part of verified and approved medical disability accommodations." Say "you cannot submit your own photo" rather than "USCIS never accepts one".

Replacing a card vs getting one: two different photo stories

If you are replacing or renewing an existing green card on Form I-90, do not buy photos. None are submitted; USCIS captures the card photo at your biometric services appointment. If you are applying for the green card through adjustment of status on Form I-485, you need two 2x2 prints in the filing packet, and the card photo is still taken at the appointment. Two prints for the file, one capture for the card.

The appointment is not optional

Missing the biometric services appointment is fatal to the filing. The USCIS Policy Manual states that absent a timely change-of-address or rescheduling request, USCIS shall consider the application abandoned and denied, and the I-90 instructions warn that failing to attend may mean denial. If you live abroad, biometrics may be collected at a USCIS office abroad, a US embassy or consulate, or a US military installation.
